What this quote means id that a promise is never broken no matter what. If you keep a promise you must stay to that promise. An example can be like if you get invited somewhere and you have to meet that person at a specific time, then you promise to be there on time. another example of this can be if you even make a promise to yourself and it can be about anything. as long as you never break that promise. Any promise you break it must never be broken no matter what. If  you do break a promise then you didn't keep your word. when it comes to a promise you have to keep to the promise because if you break the promise maybe no one will believe you no more and they won't trust you because you broke a promise.
